Art Nemesis Part 3

I just spotted this in the entrance way at work. It must be new because surely I would have noticed it before.
The picture isn't very clear but that is perhaps because there isn't really much to capture. It kind of looks like an empty frame to me. Perhaps someone has stolen the picture? Unsurprisingly it is untitled - perhaps because it is just an empty frame?
It was donated by Charles Saatchi. Charles, you shouldn't have! No really, you shouldn't have.

The artist here was trying to portray the emptiness and despair of post-modern life, it's futility and the loss of morals which has left British society adrift. Whilst also (and now we get to the clever bit) referencing the nostalgia for an older, simpler time.

I think you'll agree, my time spent at art college was not wasted.
